About Us

Founder-Chief Family Advocate

I started Prevail Place Independent Living Community homes to bridge the gap between homelessness and having a safe place to call home. I decided to establish a service that is affordable and focuses on the families and the needs in the surrounding communities. My goal is to house the veterans, seniors, and the reentry individuals, providing them with a safe, secure, and comfortable place to call home with structure and stability, and to help everyone regain their voice through advocacy. I have a 20-year background in the medical field serving different areas of senior care, including LTC, dementia, assisted living, private duty, and corrections, and I myself am a veteran. Prevail Place will provide the needed support and guidance that is needed to help individuals to remain as independent as possible so everyone can enjoy a happier, healthier, and worry-free life.

Dr. Tyrone Carter, QMHP, CSAC, LPC-R


Dr. Tyrone Carter is a respected professional serving the Hampton Roads community who has extensive knowledge in criminal justice and mental health. He holds a Master of Philosophy in Criminal Justice and a Master of Science in Criminal Justice. He also holds a Ph.D. in Public Administration Criminal Justice from Walden University. Dr. Carter, a professional with over 25 years of experience, is a clinical substance abuse counselor and a Qualified Mental Health Professional (QMHP) for adults, solidifying his dedication to supporting individuals in both the criminal justice and mental health arenas. He has recently earned his Master’s degree in Clinical Mental Health from Liberty University.
